It was fitting that a Respresntative was not only relative to the population of the people, but is a more accurate respresentation of those people by consistently being reelected.
Senators, which represented the whole state, were also originally chosen by the State Legislatures, not by the public. Between this and the Tiered system in which senators are set, it stops the Senate from having the radical shifts that can happen in the House.
