Unemployment Fraud, should I report?

My brother has been on unemployment for about 3 years. He has turned down several jobs and hasn't actually looked for any (my dad got him hooked up with the jobs which he refused). Because he is abusing the system and being a total bum, he is now addicted to pills and alcohol. He is useless by around noon and passes out somewhere around town and then stumbles back to my parents front yard swing where he finishes his night's rest. Therefore, he wouldn't be able to get a job anyways. My issue is that my tax dollars are enabling him to do this. I looked on the Florida Unemployment website and it seems like the only thing you can get in trouble for is if you are working and not claiming your hours. Come on, I'd rather see that occur than this terrible situation. What can I do? I don't want to go through the process of filing a complaint if he's "not doing anything wrong". Any help is appreciated.

I knew in writing this I would get the people with nasty responses so here is my response to you. What do you suggest is "my business"? I'm pretty sure MY brother, sponging off MY parents, wasting MY tax dollars is MY business. I am going to assume the people who suggest not doing anything about it must be abusing government benefits themselves. Lastly, he HAS been on the benefits for three years, thank your president for those extensions...

Update 2:

One further thing.. This is ILLEGAL, so by you suggesting me not report it I guess you would agree that I shouldn't report any other illegal action either right? I hope your neighbors have the same opinon when they see someone breaking into your home.

    Do it - for his own good. Don't kill him with kindness. It's called tough love and he will thank you for it down the road.

    Well first off how had he been on unemployment for 3 years? The max was just around

    99 weeks? So he should no longer be on it? Is he on SS disability instead? If he is still

    on unemployment I would turn him in. It is time for him to stop abusing the system and

    get back to work. Turn him and and let the cards fall were they will. If you are on unemployment

    you are supposed to be able to produce records that you are looking for a job. If he has not

    been looking for a job they got him.

    Why report it? The amount of YOUR taxes that go to your brother is virtually zero. So, he's not really being enabled by you personally.

    And really, let's say you report him and he gets kicked off. What happens then? Your drunk, bum brother is still a drunk bum, but has zero money and is homeless. Is that really a better solution for you? His benefits will run out soon anyway. And really, how has he been on unemployment for 3 years anyway since the max is around 2?

    Unemployment is there so that you can spend 40 hours a week looking for a job. If he isn't looking for work all day 5 days a week then yes, by all means get him off the dole.
