    The concept of human rights is universal. It is defined as universal in any book on the topic. If it weren't it wouldn't be named 'human''.

    The fact that the concept is universal has nothing to do with the existence of human rights violations in material reality just as it is a fact that Francium is one of the elements in the periodic table regardless that no one has ever seen it.

    Concepts, any concept, belong to the realm of ideas. No concept can be found in material reality. So it doesn't depend on if I think or believe or wish the concept of human rights were universal. That's how it has been defined, as universal.

    Now, a different question would be "do you think human rights are universally respected or protected or enforced?"

    Nope, and some countries carry it to extremes in BOTH directions.
