Should I need a permit for this pistol?
I live in Texas and I'm thinking about purchasing a Kel Tec PLR 16 in .223. The pistol is legal enough. However, the package I am interested in comes with a detached butt stock. So, if I have it shipped, is that considered "intent to assemble" a SBR? Should I file a BATFE form 1?

If it is a pistol type AR and it comes with a stock then yes it would be an SBR. You should ask the people you are buying it from and see what they say. Then get a second opinion because those people might be idiots.

texas gun laws are not strict at all, you dont need a permit for this gun just dont walk around with it in the streets

Why don't you ask the dealer from which you're buying the gun? You are buying from a dealer, right?
