The eyes tearing up is a characteristic of the breed. Their eyes are very large and they must produce a lot of tears to cover the part of the eye that is exposed so the eyes don't dry out. The fine hair tends to get in the eyes easily as well, causing them to tear up more. Enzymes in the clear tears stain the fur beneath the eyes red: its like a permanent dye, which is why no products actually change it. Your best bet is to keep the hair around the eyes and upper nose clipped super close all the time so no hair gets into the eyes and wipe below the eyes several times per day with moistened cotton, taking care not to touch the eyes with it.
