Are these "fake passport" websites genuine?

I've seen a few websites around that offer fake passports for around $500. Are they genuine websites? Do they provide fake passports with the purpose of deceiving customs officials or are they scams?

    Generally a scam to separate you from your hard earned money

    If you need an ID to buy cigarettes or alcohol then yeah sure. If you're trying to travel then you can be sure you'll be caught and charged with fraud, unless those guys have contacts that can set up a fake identity abroad linked to the document, but these guys charge way more and you won't just find them online.
