2002 Renault Scenic 1.4 16v Sounding like a hairdryer?

I was driving the other day and there appears to be a 'wheezing' sound coming from my belts, the fan belt has a few loose threads and there appears to be some small metal filings around the belt area. The car is still driveable, although it sounds awful and only has 20-30% of its power. Nothing is showing on the dash display that the engine has a fault, the cam belt was changed on 80000 miles along with fan belt and water pump, and a huge service which cost £700, a part service was done on 92000 miles with oil change, new spark plugs and coil pack etc... and now on 99000 miles this is happening. It due a service and MOT this week but finances are limited hence the question here, A service and MOT I have budgeted £140 for, Please help?

Update:

As soon as I heard the noise, I drove it straight home, it has been sat there unmoved since but needs transporting to a garage to get repaired, is it costly?

    You have a problem that needs to be addressed. There should be no metal filling around the belt. A pully is bad and it could fly apart and take out the coolant system. A belt that is showing damage needs to be changed. The other problem needs to be addressed and fixed. Your dash will not show any of this. Because it mechanice brak down in a pully bearing. You should not be driving this vehicle. It will leave you on the side of the road. Plus you can cause more damage by driving it.
