you are not delusional ... it is definitely possible to have a dog that comes when called every single time regardless of where they are or any distractions ... i know because i had a dog with perfect recall ... she could walk through downtown vancouver off leash to hiking in the middle of nowhere, and she would come when i called no matter what ... not my current dog though, he is not as bright :O)

I think you can never be 100% sure of it - maybe 99% but there always is a time where the dog would not listen.
