You have a few options here
1. The money in your PAYPAL account can be used directly to pay for items on EBAY. However, if the item cost more than what you have available in your PAYPAL account you must add your credit card information or link your bank account so the rest of the funds required to make the purchase are made available.
2. In order to withdraw money from your PAYPAL account that you don't wish to spend, you have the option to request a check from PAYPAL which may arrive within a week or so or you can directly transfer the funds to your bank account after you configure your PAYPAL account with your banking information.
They will deposit a few cents into your account in a few days and you must come back to PAYPAL and confirm how much they deposited to your account in order to confirm your bank account.
So these are your options.
Buy direct and add a credit card to cover costs over your PAYPAL balance
Withdraw a check and wait a week or two for it to arrive.
Transfer money directly to bank account.
