Comic actors like Norman Wisdom, Robin Williams and Matthew Kelly have done great comedy in the past.. they have also played serious villains, with no Camp or comic undertones. In the Badman films, the parts were very over the top with comic lines. But a few comic actors have played pure evil, dead pan, with no deliberate comic lines for effect, Jack Nicholson dome some very serious acting before his comic roles, Jim Carrey as the Riddler was very over the top being both Camp and Comic as you would expect with That series of Batman films. Arnie was just pure legend as Mr Freeze. There have also been dozens of films that gained Cult status, for being so Bad and Funny because the acting or script was so bad, despite the best efforts of the acting "talent"

Arguable but hard to determine. If you want someone bad - serial killer, outlaw, sex offender you tend to go for serious mainline actors.
If however you want someone who is EEEEVVILLLLL, a character melodramatically bad who knows how to twirl a moustache then there is more of a selection.
Vincent Price usually committed whatever villainy he was involved in with a twinkle in his eye as did Jack Nicholson. Sir Christopher Lee doesn't.
The first series of Batman movies used Jack Nicholson, Danny Devito, Jim Carrey and Schwarzenegger people who could do comedy or in Schwarzenegger's case were funnier than they realized. In the second go round only Heath Ledger has done much that is funny.
The James Bond films have usually gone for actors with presence. I don't know enough about their filmographies to know if many have played comedy. I doubt that Gert Frobe or Curd Jürgens ever did much comedy. Jonathan Price has.
