At school there is this guy who I want to be friends with, the only problem is that he can be mean sometimes but only if he doesn't like you. He doesn't like many people and I really want to be friends with him because he can also be nice and hilarious and bold. I won't be seeing him next year because we are going to different schools so should I continue trying to be friends with him? And how? P.S. I am a girl

No way! Dont try to pursue a relationship with someone if they have not showed an interest in being your friend as well. Especially the description you give sounds like you have a 50/50 chance of him being nice to you or hurt your feelings. Not worth the risk. You should have positive people in your life.

Well if you like him (as a friend lol) Then stay friends with him.
But if he likes you and treats you with respect then there's no harming of staying friends with him.

Start with teasing him in a playful way, and annoy him :p He'll talk to you, and then just continue the conversation! (:
