My shih-tzu is 26 nearly 27 lbs , im not sure how heavy the heaviest but please help me !

Well, it's either he's overweight or he's not really a Shih tzu. We can't be so sure.

Your dog's weight is equal to a 245# WOMAN 5'4" tall!!!!!
For your dog's health's sake, please get her to the vet and have them do an evaluation of her overall health. Her thyroid needs to be checked, as well. If all checks out ok (that'd be amazing) then she needs to be placed on a weight loss diet right away.
Look for good info on www.petobesity.com website. Your dog is at risk for diabetes and all its complications, heart disease, joint disease. Your dog will surely not live out a long and healthy life.
