Why does the Teaching Chile programme have an application fee?

You have to pay a $50 non-refundable fee via PayPal as well as fill in an online application AND answer six essay questions in order to be considered for jobs on teachingchile.com. I have not encountered anything like this in any of my other applications (which include Mexico, Russia, Japan and Taiwan). Is this some sort of scam? Is this a good investment that will pay dividends, or would I be throwing away money on non-existent job opportunities? Note: I am CELTA-qualified.

    Filling out an application and answering essay questions is pretty standard. I am always wary of anything which requires a fee.

    They aren't always scams, but they do make it harder for me to trust.

    Sometimes the fee is part of a donation process to help a fun they support. In which case it is sweet, but still a little sketchy. E-mail the company and see what they say.
