The compression is good.
Are you getting spark? Are you getting fuel?
You need 4 things for an engine to start.
1. Spark
2. Fuel
3. Air
4. Compression
If you are missing any one of the 4 the engine will not start.
Make sure your air filter is clean. It will be ok to remove it, until you get the engine started. Don't ride without an air filter though.
Take your spark plug out. Connect the spark plug wire to the spark plug and lay the threads of the spark plug against the head. Turn the engine over. You should see a spark jump across the plug. If you have spark, put the spark plug back in.
If you have spark and you have compression, next try the fuel. Take off the air filter and spray starting fluid into the carb. Turn the engine over. If the bike starts with starting fluid, but then dies, you have a fuel restriction. Check to make sure the fuel is flowing from the gas tank to the carb. Then pull the bowl off the carb and make sure the fuel is coming out of the float valve. Since you have the bowl off, spray out the jets, jet ports and set the floats to spec (90 degrees to shut off or when the float arm is parallel with the carb body).
If the bike still won't start, it may be your fuel. You may have gotten a batch of bad gas. Put fresh fuel in the tank, squirt it with starting fluid and crank it over.
