Well after the removal of the Shukaku Gaara still kept his powers what lead us to think about it being an ability he inherited from being the Bijuu host. But its later stated by his own father that the power to move sand comes from his mother and her love for him as she when dying vowed to aways protect him even after death. Its something like what Minato and Kushina did with Naruto and the seal, but Gaara's mother did it more like infusing her will and chakra into the sand and his son at the same time.

I originally thought it was an ability from the one tailed beast he had inside of him, but then it was removed and he could still do it.
What I think happened is that he had the ability for so long that he mastered it and can use it himself.
I don't believe it still protects him instantly like the one tailed beast did but he can still do the same thing manually and has a hardened layer of sand around his skin in case of a direct attack.
But no, it's not a family inherited ability (i'm pretty sure that's what you mean) it's just something he learnt from living in the sand and have the one tailed beast who controls sand inside of him most of his life.
Sort of like Temari and her fan and Tenten and her weapons and Lee with his fighting skills and Sai with his ink and Naruto with his shadow clones and Rasengan. it's his own ability from something he earned.
It's not like Sasuke's eyes and Hinata's and Neji's eyes where it's family inherited.

It was never said in the Manga wether it was or was not, as at first it just appeared to be one of his abilities from being the One Tail Jinchuuriki, but then even when the One Tailed Beast was removed from him he could still use the ability of Manipulating sand, so most probably Yes, but it was never said

No Kekkai Genkai is related to genes. It depends on your heritage. I think Gaara got those powers from one tailed shikkaku.
