It's possible. They also probably cast shorter actors to co-star with him to make him look taller.

You have Tom's height correct. To compensate for his diminutive stature, he has worn booster heels, they have used shorter co-stars, they have used platforms for him to stand on, and they have used special camera angles to compensate for that. I do not know about the specific Jack Reacher movie techniques, but it probably includes some of what I mentioned. They did similar stuff with another "shorty" Humphrey Bogart years ago.

Reacher creator Lee Child said that while he may only have 90% of Reacher's height, he has 100% of Reacher's character -- something to that effect.
