By "Law" Obama must submit a budget by the first monday in February...?

By "Law" Obama must submit a budget by the first monday in February, but after a request from the House of Representatives, Obama's staff as said he has no plan to do so. There is no action the House of Representatives can take to punish Obama for breaking the law. So I must ask:

If a law has no consequence, for being broken, is it really a law?

@ Progressive: "Under the law, Obama must submit a budget by the first Monday in February, but he has met the deadline only once." And in the article his staff stated they don't care about the deadline...but you didn't answer the question...

If there is no punishment for missing the deadline...over and over and over again.... is it really a law?

    Since the law in question includes no penalties for noncompliance, it would be more accurately described as a "guideline".

    This question should have been asked four years ago -- and three years ago, and two years ago, and last year. The Federal Government hasn't had a budget the entire time Obama has been in office. This marks the fifth year in a row Obama has violated the law, so why isn't anyone talking about impeachment?

    Impeachment? Prison is the answer for that dereliction of duty. Obamma is violating any law that he pleases. Pretty much the same as the behavior of any common criminal.

    Just bc he has armed henchmen with him every where he goes does not mean he can go above the law.

    Republicans in the House will not pass any budget given to them by Obama.

    He has submitted budget proposals each year he has been in office. But it’s Congress’ job to pass the budget, using the President’s recommendations as a guide. Not much he can do about right-wing adolescence.
