It doesn't say how much it costs to set up stuff for one, but it does tell you that they're tropical and carnivorous. I would keep researching to find out how often and how much to feed it. I assume you'd have to de-chlorinate the water, like in a fish tank. It would probably appreciate real or fake plants. If you google what you're looking for, you can find all kinds of great information. :)

Filter is a must but too strong flow can harm their gills. You should do an Axolotl-less cycle: http://www.seriouslyfish.com/cycling-an-aquarium/ Water care is similar to a fish tank: partial water changes with dechlorinated, temperature matched water. Temperature below 68°F.
As for setup: don't use gravel, small pebbles or anything that can fit their mouth, they can cause impaction. Decoration is your choice, but don't use anything in which they can get stuck and that can harm their skin (some plastic plants have sharp edges).
