Why can't water (H2O) have ionic bonds?

In Hydrochloric acid (HCl), bonds are ionic. Both elements are non-metals too.

    H is a tricky element, can be placed as a metal or non metal. The difference in electronegativity is too small for water to be able to disociate and form ions. Where there is a huge difference in electronegativity between the halogens, which makes them disociate and hence forming their ions.

    hydrogen atom loses one electron & chlorine gains one electron [2.8.,8]
