Unless it is interfering with her life in a big way, don't worry about it. It is natural to wish to masturbate, especially as a teenager.

The following are some tips you can share with her which might help her stop masturbation:
(1) Stop mentally punishing yourself:
Acknowledge that this has been a problem for you, but you're working on it. And remember, you're human and humans do have sexual urges.
(2) Remove anything that makes it easy for you to masturbate:
If it's too easy for you to indulge, get rid of whatever is helping to make it possible. Such as:
(a) Access to pornographic material: Throw the CDs/DVDs & Burn or shred paper covers, wipe your hard drive, and set up parental controls on your internet browser that block explicit content.
(b) Sex toys: If you own any objects that exist for the sole purpose of masturbating, throw them.
(c) Certain times of the day: If it's a problem late at night, drop to the floor and do push-ups until you're too exhausted to do anything but fall asleep. If you find shower time too tempting, start using ice cold water only — you won't want to be in there for long.
(d) Boredom: If you have so little to do that your mind frequently wanders to sexual thoughts, it's time to add to your schedule. You'll find it gets easier to avoid masturbation if you're too busy or tired.
(e) Loneliness: If you masturbate frequently because you feel terrible about being lonely, find ways to limit your free time by hanging out with your friends & family members. And instead of watching the game at home by yourself, go watch it at a sports bar.
(3) Find another outlet for your time and energy:
Instead of staring at the wall, thinking about how you're not masturbating during the time that you'd otherwise spend indulging, fill your life with engaging new activities. like:
* Get creative
* Take up sports
* Find a new hobby, or cultivate a skill
* Volunteer your time to help people who are less fortune than you etc..
At last, be persistent and patient. It's a process that requires work and dedication.
