Would my hops (and dry malt extract) be confiscated?
...in the airport if I stow it in my luggage (carry on/checked in)? I mean hops can come in transparent plastic packets if locally grown.

Chances are good the screeners would not know what they're looking at and you'd buy yourself more trouble that it's worth by stowing your homebrewing supplies in carry-on or checked luggage.
Ship it using a commercial parcel service such as UPS...FedEx...or DHL.

No. Why should they be? Both items are perfectly legal and not dangerous. The only problem might be the hops being confiscated by the USDA if you are trying to bring them in though a hop-growing state, such as Washington. Going out of the USA, you should have no problem.

Style "dwelling Brewing" into Google, and you are going to get a whole list of suppliers - and if you specify "discrete packaging" that's what you are going to get. Many dwelling brew suppliers have valuable guidelines and directions on their websites.
