The first step is to take a look at your diet. 80% of weight loss is nutrition related. Cut out processed sugars, meats, etc. Couple this with some cardio for maximum fat reduction. You can try the elliptical, stair stepper, rower, or even just walking will make a difference!
To tone the muscles, I'd aim for high reps with a lower weight. Aim for 15-20 reps with a lower weight. Take minimal breaks to keep the heart rate elevated. I would suggest a total body workout for best results with emphasis on lower body exercises like squats, lunges, deadlifts, straight leg deadlifts.
Try alternating a lower body exercise with an upper body exercise, you'll be amazed at how well it works. If you are not exercising at all, start off going 2-3 times a week then after 6-8 weeks, up that to 4-5 times a week. Don't push yourself too hard out the gate and be patient with seeing results, it takes time.

I don't recommend running in this case. I run 15 miles a total of miles a week on top of my of my other work outs, and guys comment on how built my thighs and legs are all the time. I like the toned look, but that's not what you're going for.
Are you completely against cardio? If not, jump roping and jogging stairs are great fat burners. Start put with what you can do, and add more as you can do more.
Lunges, weighted squats can help. I can't recommend reps with the information you gave me, but don't work out an area more than every other day (I alternate days I work my arms with days I work my butt and abs)
Watch what you eat, no pop or junk food, ect.
Also, with your username, I am assuming you are male. This is a female pattern fat distribution. You may want to get your hormones checked. I know it's embarrassing, but I'm in the opposite boat-I'm a female with more than normal tetestoron. It's easy to manage after discovered, however.
