Space strategy games?

I'm looking for a game like Endless Space and Star Control 2. I like the mechanics of the game, collecting resources to improve your ships. But I would like some base building. Endless space has great exploration (so does Star Control 2). I also love the factions and how each faction owns a part of space. I hate the battle scenes and how the game is turned based. ( Maybe a game where it's in real time but the AI only advances as fast as you do, not dominating if you have a slow start) Maybe I'm asking for too much but I'd still love to see a game like these two. Is there any out there? What's the closest to it? Thanks

there is an old game from the 90s called Homeworld. it is a 3D RTS in space with resources and combat. no diplomacy though.  it is one of the greatest games of its generation.  it may be dated but i have yet to find another game that is even from the same genre of Space RTS. i got the game so long ago and still play it.  the sequel isnt as good but is noteworthy if you liked the first.  A fantastic game.
