Why does my brand new replacement laptop battery say plugged in not charging?

The battery is new, and compatible with my laptop but it says plugged in not charging, also the orange light is blinking. This is a Toshiba and the battery is also genuine Toshiba.

    If the Orange light is blinking on the battery, then it is likely you have a faulty battery or a very old battery that was sold to you from Toshiba. If the voltage in the battery is too low the safety features of the battery get triggered and the battery will not charge.

    Sound like you need to send the battery back to Toshiba so they can send you a new one.

    Try this

    1. Click Start and type device in the search field, then

    select Device Manager.

    2. Expand the Batteries category.

    3. Under the Batteries category, right-click the Microsoft

    ACPI Compliant Control Method Battery listing, and select

    Uninstall.

    WARNING: Do not remove the Microsoft AC Adapter driver or

    any other ACPI compliant driver.

    4. On the Device Manager taskbar, click Scan for hardware

    changes.
