I have some stupid tattoo's, but I don't regret them - they were what I wanted at the time and they remind me of how much i've changed since then. I was like you, I reaaaaally wanted a tattoo from the age of about 13 when I started getting piercings. I waited till my 18th birthday and got one on the day. You have to think about why you want one and how it will affect you.
I have some stupid tattoo's - but also some really nice ones. Please wait till you're 18 and can do it legally, you'll appreciate it so much more. It's so difficult to explain why to you but you really will be happier when you're older.
More importantly... no reputable tattooist would tattoo someone under 18. If you find someone willing to do it, they are probably working illegally and have no proper training. Tattoos can get infected and become fatal if not done correctly. Oh, and just incase you were thinking - you can't get one at 16 with your parents permission. It's still illegal.

all my friends who have gotten tattoos at that age, regret them SO much. wait till you are 18. your views will change soooooo much, in just these next few years. you will be surprised. i was like the biggest hippie in the entire world, & wanted so many tattoos of peace signs & trees & whatnot. thank god i didn't do that.
i still care about those things, but not in the same way i did before, etc.
just wait. & when you do want a tattoo, whatever the image, place it on your mirror, so you see it everyday. & put it on sharpie in that place, to see if you really want it. do that for 6 months. then get it if you still love the image.

I agree with the others that are saying 16 is too young. Wait a few years and make a better decision. And give it some thought.
