help planning 60th birthday party?

my moms 60th birthday is coming up in June. I would like to make her a big surprise birthday party. The theme i have decided on is "new orleans/bourbon street/mardi gras". i decided on this because every year mymom and my step dad would go there but in october my step dad passed away and she isnt able to go back to new orleans so i thought i would bring new orleans to her. i would like the party to have about 30 to 50 guests max. i would like it to be in a reception hall that i can decorate. i am wondering what you all think would be good decorations (how to set the room, food, etc for the party. i would like some new ideas so that is why im asking you guys. id greatly appreciate any help.

    Go to Party City or the like now, because there will be plenty of Mardi Gras decorations in stock. Consider mixing up batches of hurricanes, jambalaya and begneits for dessert and you'll be good. Decorate the walls with photos of past trips to New Orleans - think about decorating with large street signs/lamp posts that say Bourbon Street - make them out of PVC or something. It will be cute.
