its hard to find a game like that for free
but the only free most popular one there is is: League of Legends..a.k.a (LoL)
Its a very popular game, but not like rule over things. But level up n factions n clans and for pc, yes definetly. Its free too n VERY popular.
But if you don't mind buying those kind of games try out:
Dota 2
Starcraft 2
Diablo 3
There all very popular games
Good luck! OH n these games are addictive so play at your own risk! A lot of time will be wasted playing LoL or the other games (;
