Both are known as great engineering schools. I may be biased here because I went to Penn State to study engineering. Penn State has a higher rated college of engineering, rated 11th best in the World. I am not sure what school is rated better specifically in Aerospace.
I don't know much about what it is like to go to VA Tech, but here is some info I could give you about Penn State.
Penn State is known as a party school, but it is also known as a great institution where many of its programs whether they are engineering or business or supply chain related, are among the top rated programs in the nation and the world.
Penn State main campus is so large that it has it's own zip code and city name. The City of University Park is basically the Penn State Campus. And it is located in a larger, but still small city of State College, PA.
The overall population is about 76,000 and 46,000 are students while the majority of the rest are professors and PSU grads who did not leave yet.
There is much to do. There are art museums, ancient artifact and rock museums, an ice ring, blowling alleys, mini golf and normal golf, laser tag, many soccer/tennis/basketball fields and courts. There is skiing in the mountains 10 minutes away, or Penn's cave and wildlife park 25 minutes away, or Raysetown lake 1 hour away. PSU has has some recently released movies to watch for free on campus w/student ID-They have their own movie theatre. PSU has over 50 computer labs on campus, over 1000 computers. And they are the latest and greatest computers all upgraded with lots of ram and softwares. They have other great tech too. For example, there are screens located throughout campus, where you can see what computer labs have how many available computers.
And then there are busses everywhere and the night life is lively. The streets are always filled with people, even at 3 am, and many restaurants are open late, which is why I recommend going at least 1 mile off campus if you ever want to sleep at least once in your 4+ year college life.
Bottom line, it is called Happy Valley for a reason.

Do your research before you post such a comment. Blacksburg, VA actually has lower murder rate (many years of zeros) then College Park. Not to mention violent crime is next to none existent. Blacksburg is considered one of the safest towns in all of Virginia. And yes, a shooting did happen there but look at our country, they can happen anywhere. I can tell you that since one of the worst happened in Blacksburg, it is the best placed to be if something bad were to happen. Police departments from across the state now come to Blacksburg to train tactical teams in a close by old high school building. Not to mention the floor plans of almost every building on campus is well known from training during breaks.... And I'm not trying to bash Penn State, its a very safe campus too. Safety just really is not a deciding factor between the two schools

Personally, I'd go with Virginia Tech. They always have excel on special teams and their defense is generally lights out. Penn St will suffer in my opinion until JoPa leaves....and Greg Schiano takes over!

From a statistical standpoint, one has greater odds that you'll be raped whilst the other has greater odds that you'll be shot. Choose your poison.
