can anyone other than a bank issue a letter of credit?

say a local business issuing on for another business.

(letter of credit instead of getting bonded)

    Anyone can issue a letter of credit - however, there may be credibility issues if say your brother issues a letter of credit vs. Chase Bank issuing it.

    any licensed lender can do it but that is irrevelant the person requesting the letter is in control not you and if they say bond you will get a bond only issued by insurance company or not do business with them
