Does anyone know what this hairstyle is called?

This is the only image of it I could find, I've seen it on men as well. Is there a certain name for it? Also, how long should my hair be in the front and mid section of my head, and do I use styling gel? Any answer would be appreciated.

    I think it's a modern quiff. You will need to use gel.

    Link doesn't work. But from you discription it sounds like it might be called 'scene hair'.
