IS or ARE, which one to use?

Which sentence is grammatically correct?

All staff is encouraged to attend.

All staff are encouraged to attend

    I agree with Donal.

    'All staff are encouraged to attend' is correct.

    How I remember is to leave out the word 'staff' and see how it sounds with is or are. 'All are encouraged' sounds good. 'All is encouraged' is not so good.
