`by mass` can be confusing as it could be mass/mass or mass/volume.
2400 mL * 1.00 g/mL = 2400 g.
0.090%(m/m) means 0.090 g dioxin per 100 g solution. 2400 / 100 = 24.
In 2400 g solution there is 24 * 0.090 g = 2.16 = 2.2 g dioxin.
0.090%(m/v) means 0.090 g dioxin per 100 mL. 2400 /100 = 24.
In 2400 mL solution there is 24 * 0.090 g = 2.16 = 2.2 g dioxin.
