Is it okay for European men to use chapstick?
I've been wondering if it's seen as acceptable both health-wise and socially for us European men to use chapstick. Is it okay, or is it unhealthy, or even socially unacceptable for us to do so?

Unless you have a mayor or a member of the city council that has outlawed the use, I don't see a problem with it. You are not limited to only chapstick, you can use any type of petroleum jelly product, such as Blistex, Burt's Bees Wax, or even Vaseline pure petroleum jelly. A lot of people, at least here in the U.S., love to complain about how evil oil (scientifically known as petroleum) is. Many good products are derived from petroleum.
Another thing that will definitely help in making your decision is listening to Chuck Mangione's hit album "Feels So Good". Chuck's tunes are always cool, clam, and refreshing. Chuck's music will clear you mind and allow you to think clearly. Chuck's album proves that it feels so good to listen to "Feels So Good".

Nope. European men just have to have dry, bleeding, terrible lips for the rest of their lives. TOO BAD!

But srsly bro. Use chap stick if you need to. That is like asking "Is it okay for European men to use condoms?"
Hell yes it is ok. And it is healthier if you do.
Just make sure to try and buy natural chap-stick. Some of the other brands floating around will just make your lips dryer after it has worn off and try to get to hooked onto buying them forever.
