Why are there so many Emergency Alert System tests?

Watch cable TV, and yet another day when we had a monthly AND a weekly EAS test the same day.

I have seen two tests within 15 minutes of each other, and more within the same week.

Why are so many of these stupid tests needed, blanking out every cable channel while it is going?

Why can't these tests be scheduled in for a certain time at late night, so they can be accounted for in the channel guide, and no show time nor advertising time gets blanked out randomly?

    Those are the best things on television. Day or night. Sure beats infomercials.
