anime or manga with....?

well, i don't really know the anime series who has devilish character (i only know "makai senki disgaea"). but if you want to find the character that has similar personallities with hiruma, then try these:

- Tengen toppa gurren lagann (action romance comedy sci-fi) > there's one of the main character that is very-very similar to hiruma himself. the most similar one if you asked me, in both appearance(not as devil as hiruma tho) and personalities. he's always overly confident of his skills in no matter what situations he is in. he also as loud and clever as hiruma. highly recommended series.

- Mondaiji-tachi ga isekai kara kuru sou desu yo (action supernatural fantasy) > the main character is an arrogant boy with ridiculously strong spiritual power. He also always overly confident of his ridiculous power. like to fight strong people or even some gods and demon lords. he is also pretty loud.

- Hagure yuusha no estetica (action romance comedy ecchi harem supernatural fantasy sci-fi) > the main character is also has ridiculous power and always confident at it. he's not loud as the others above. he tends to act calmly while kick his opponent's *ss.

One Outs - the main character is pretty much an older, maturer, baseball player version of Hiruma without guns

History's Mightiest Disciple Kenichi - Niijima is a wimpy alien version of Hiruma

there really isn't any other characters like Hiruma

I highly suggest reading the manga. The anime around the last few episodes cut A LOT out. And the manga has a lot more funnies in it.
