Mom hasn't received any income tax from the state for a few years?

Every year she files her taxes, she never receives any money from the state and they claim "they have no real proof of making the amount of money she does" But she never has a problem with getting the federal, i did her taxes this year and the federal is now in my bank account, yet, nothing from the state yet or in her case probably nothing at all.

What are the steps for her to collect all those back taxes?

Update:

Yes she does pay IN to the state, this year she is suppose to get back 1.4k back and she doubts she will get it, when she sends them the proof that they ask for, they would always tell her "it's not enough proof"

Apparently from what she told me, she hasn't received anything from the state for 3 year now.

She keeps all her records.

    Has she paid any tax IN to the state? If not, there's nothing for her to get BACK, so unless your state has something like an earned income credit, which most don't, she'd have nothing coming to her, Even if they do have, they can set the rules for proof of the income. And btw, at some point expect the feds to demand proof also, if she's claiming EIC based on the income.

    She needs to satisfy the state that she made the income she is claiming for the years that are still open to issuing refunds. This can be done through providing copies of her business books, bank account statements, invoices to customers, any number of ways.

    If she did not keep satisfactory records in the past, she should begin to do so, in order that she get her state refund.
