When someone is put as overseer in a position that they are not qualified nor certified for?
Is there a certain word, definition, or term for someone when they are put in a position as leader, spokesman, foreman, etc. in a skill or trade in which requires certification and the overseer has none? I feel that this is a great injustice but I know that this is not the correct way of saying so, any other opinions??? Thanks.
