Can guys try on underwear at Victoria secret? Like bras or panties? Are guys allowed in the dressing room?

Yes, they can try on clothes. The fitting room attendant will just make sure there aren't any women in the fitting rooms while guys try things on. However, the fitting room attendant will probably make sure that the bra band is at least the right width, so the guy doesn't ruin the bra.
As for actual underwear, I think most underwear is censored so people cannot try them on. If they don't fit, they can return them, and they just get damaged out. They never go back on the sales floor.

I consider of the shop within the mall or the catalog with the underfed items. Then comes the entire frilly undergarmets that i would love to peer my wife put on if I bought them for her. What's my problem then. I do know her birthday is coming up quickly. Hey, Thanks for the reward thought!

Just ask the salesperson. It probably depends on the store and the salesperson. It doesn't hurt to ask.
