Everyone is different. If the weather felt nice out then people can have their kids dressed in spring/summer clothes if they choose too. You have to keep in mind that every child's body is different from your child's body. Some kids might feel chilly and others won't give a damn.
You said yourself that it was nice and warm outside. Other people probably figured that dressing their babies in warm clothes might be too much for their little bodies to handle given the already warm weather. Also, if the child feels cold then I'm pretty sure the baby would cry, whine or show some kind of displeasure to the elements.
I personally would make my final decision based on how warm it felt outside and how wild the winds were that day. Knowing me I would have put some pants on the baby (no shorts), socks and shoes no matter what, along with a nice shirt. I'd also keep a jacket on hand just in case it got too chilly for the little guy.
I wouldn't worry over someone else's child (unless that child is in real danger).
