Find a cheap mechanic. It depends on the model and year. It might not even be worth fixing

You should get whatever is required to register it (inspection if necessary) if said repairs are "worth it" (to you).
Tire shops and oil change places are not where you should take your car for service. Only some of the technicians know enough to diagnose problems with a vehicle let alone fix them properly.
