    The main point that answers your title and your description is: "religion should be COMPLETELY separate from politics"

    Theocratic governments are based on one's interpretation of a document/religion that is previously stated so the main problem is that the religion can be bent to fit to one's liking and that's bad especially if there's one religious person ruling the whole country, e.g. Italy in the dark ages

    So yeah, the above 2 points should be more than enough for everything.
