95 Lumina. Rear window 3rd brake lights work, but the two in the taillight do not. Bulbs have been changed. Fuses are fine. Taillights work, turn signals work. It is the 3 in 1 bulb. What is wrong?

my professional opinion is the turn signal switch is malfunctioning. the 3rd brake bulbs don't go through the switch. that's why they operate.

Have someone step on the brake pedal and check for power on the yellow wire (left side) and dark green wire (right side). Power goes from fuse #23 through the brake switch and then through the turn signal switch before it heads back to the tail lights. The high mount power goes straight from the brake pedal switch to the high mount bulbs. There is no 3-in-1 bulb. It's a 2-filament bulb. Low filament for tail lights, high filament for turn and stop functions.
