Does the Geneva Convention apply to American wars?

I ask given the failure to punish those responsible for massacres like My Lai (Vietnam) and Haditha (Iraq).

    America didn't sign the Geneva Convention so no.

    The USA is a signatory to the Geneva Convention. However the Geneva Convention only relates to the treatment of Prisoners of War, and Nothing else.

    Define war.

    Obama doesn't call us at war in Libya, Afghanistan, or Iraq. And the congress never authorized war.
