Does the California DMV really check release of liability buyer and new titled owner names?

I was curious for buying vehicles with jumped titles. Will the DMV actually crosscheck my name with the name on the release of liability if I put my information on the title? I know lost title vehicles are nearly impossible to transfer twice without correct paperwork, but what happens if:

1. Some guy2 buys a car from guy1 but leaves buyer information blank.

2. Guy1 fills out release of liability with guy2's information.

3. I buy the car from guy2 and fill in my information into the buyer field, even though it doesn't match release of liability?

Looking for REAL, relevant information on this. Not people telling me to never do it without a reason. Thanks!

Every buyer and seller who doesn't register a car is sales tax and registration fees they are not getting to collect. And from what I understand California is trying to scratch up every nickel and penny they can. So you can be sure they do check.

If a seller has sold his car to buyer and buyer has not filled out the back side of the title he was going to resell the car.

It is the seller that needs to send in the release form and does not need to be on the title transfer papers. Just the release of liability form is needed.

You are still the buyer 3 regardless how you want the question to go.If seller has signed the title it is free and clear. Even if buyer 2 had placed his name on the back of the title and gave you a bill of sale it is still released to you as a buyer. Release form of liability is still each sellers responsibility.
