The Midwest storm caused a power outage, now I only have 60V coming into the house through the fusebox?

All 4 60A bus fuses read 0 ohms all 4 30A fuses read 0 ohm. 2 fuses read 110V at block, but 2 read 60+A (on a cheap analog voltmeter) what are some possible causes?

Update:

@Shadetree, I have the 220 and the 110 into the fuse box. It's after it breaks down into the individual circuits to the receptacles that it drops to lower than 110V

    need to check tightness of all connections in panel. turn off all power and tighten all secondary wire connecting points. if that doesnt solve problem follow wiring and check connections. also check voltage a panel with stuff plugged in and lights on. readings should still be 120/220 if they vary then call power co. and an electrician.

    You should have three wires coming into your panel. Two hot and one neutral. You should get a reading of 110 to 120 volts between a hot and neutral. You should get a reading of 220 volts if you test both hot wires at once. If you do not, you have a defective transformer or a loose wire. Call the power company NOW. This can and will damage things in your house. Reading Ohms is not relevant to your problem.
