And, why do people buy them? If we all know it's not healthy, why are people intentionally doing unhealthy things?

The U.S. government doesn't sell cigarrettes; perhaps others do.
The U.S. government allows the sale of both tobacco and alcohol, despite the clear relationship of both to illness and death. The decision has been made to allow adults to make their own decisions on such things.
Why hasn't the same decision been made regarding drugs or marijuana? There's no health, scientific, economic, legal, or political justification for keeping marijuana illegal, yet the federal government is vigorously going after legal medical marijuana dispensers in California and elsewhere. It seems that a small cadre of businesses--led by the private prison industry but supported by Big Pharma and Big Alcohol (among others)--want to continue the war on drugs.

it all comes down to choice. Smoking doesnt really aggressively or directly affect anyone besides the smoker him or herself. I also believe that the government should have little to no say over substances people consume that arent dangerous to the community. This is why other drugs are banned eg marijuana ecstasy

the government doesn't sell cigarettes. businesses sell them. The government (state) collects taxes on them.
Alcohol isn't really all that good for you. Neither is the majority of the stuff we eat or drink. Do you want our government to take that away from us as well?

The government allows cigarettes to be sold because the taxes on them generate huge amounts of money. They care more about the money than about people's health.

They don't, the government collects tax revenues on the sale of tobacco products. As soon as the government figures out how to colllect taxes on marijuana it will be legalized. Biggest hindrance is that you can grow your own.

It's because the government regrets ever implementing social security so they sell cigarettes so people die sooner and therefore are on social security for a shorter amount of time.

It's only bad to a person's health if they smoke them. Buying them, however, is very healthy for tax coffers. More than half of the sticker price of cigarettes is various taxes.

If the government banned them, they had lose out on countless tax, greater tax than may well be spent on lung maximum cancers sufferers, there might additionally be human beings moaning and bitching approximately their loss of liberty and how we are totalitarian. As a regulation pupil, I take the view that they must no longer be banned, yet banned in ALL public places. Which Government are you referencing, the USA government does not sell them except on military bases.
