It seems that way but that is the reason they care most about polluting emissions. The Climate in southern California produces temperature inversions in the atmosphere that traps pollutants near the ground instead of dissipating like they do in most places. I lived in LA one summer 50 years ago when the population was less than half what it is now but the air quality was much worse, on many day my eyes would water so much it was difficult to see due to the air pollution.

Hay brainy, maybe it's because California is the most industrialized state in the union and the American economic powerhouse. If California were an independent state it would have been the 7th strongest economy in the world after the UK 6th and ahead of Brazil 8th

Not to defend the Fruit and Nut state, but the smog problem has a lot to do with the geography of the land, weather, and elevation of that smoggy city.

It is the most populated state but it is number 11 on the population density scale.

It is also the single most economically productive state in the union...... so that makes some sense in a very non-ironic way.
