Whenever i start up minecraft, it says Bad video card drivers!
-----------------------
Minecraft was unable to start because it failed to find an accelerated OpenGL mode.
This can usually be fixed by updating the video card drivers.

you got windows default drivers installed thats your problem. (might also not work on the graphics card as it's quite poor for gaming)
http://www.amd.com/us/products/desktop/graphics/at...
support and drivers at the bottom.
for some reason it's a little slow/glitchy, so you have to select each one in the menu and wait, it will be under HD 3000, then windows 8 (32 or 64 bit depends on which you have installed)

Sounds like you have a newer, lower end laptop with a intel CPU that uses HD3000 series built in graphics. Windows 8 is not really a problem, its the built in graphics. updating the "drivers" may help but Minecraft needs a "recommended". of Geforce 6000 series or AMD 9000 series for it to work well.
What the report is telling you...is you do not have graphics good enough to play the game so it doesn't install.

thats the update site for your drivers.
just download the catalyst software suite and install. it will install drivers as well as AMDs suite for more control over your graphics card.
be aware that card is increadibly old and that is the last driver update it will receive.

This is an interesting question, and one that intrigued me for many years.

I wish to ask the same question as the previous person.
