    Considering Kurt made his living making great music, and Pac made his living by insulting other (and better) rappers on his albums, I'd say Kurt. Pac was the Weird Al Yankovic of Hip Hop.

    They both had messages and depth in their respective art, but 2Pac reached far more people and has sold way more records.. On paper and through lyrics I'd say Pac
