Hi Mooody,
I would suggest you to check the camera under device manager:
Click on Start > type devmgmt.msc > select Device Manager and expand Imaging devices.
You may install the Dell Webcam Central software from My Dell Downloads. Follow the steps below to download the software:
*Go to Dell’s Support Website: http://dell.to/Sd9ofv
*Click “My Account” in the upper right corner and sign in with your Dell My Account in the popup box appears on the screen.
*Under the “My Software” section on the right side of the page, click "Download Factory Installed Software (My Dell Downloads)".
*Click the checkbox that agrees to the “Terms and Conditions” of the My Dell Downloads website and click “Register System” at the bottom of the page.
*At the “My Download Locker” page, select your computer and download “Dell Webcam Central Software”.
*In the “Title” section, look for “Dell Webcam Central Software”.
*Select the latest version number in the “Version” column. Click the checkbox under the” Download” column for this software, and at the bottom of the page click “Download now”.
*Follow the on-screen instructions to complete the installation.
*Once the Dell Webcam Software is installed restart the computer.
*Once restarted check if it’s working.
After Dell Webcam Central is installed, follow the steps mentioned below to open Webcam:
1. Click Start.
2. Click All Programs.
3. Click Dell Webcam.
4. Click Webcam Central to start the program.

Hope this helps.

This is what you do.
First, You are going to want scroll over the Start Menu and when the search bar that appears right above it shows up, your going to type in "Device Manager" once that pops up your going to look for probably "Camera", "Multi-media devices", "Video" something that screams CAMERA. If all else fails look at everything. If you CAN find the camera on this window (Right Click, Properties, Hardware) Check that ii isn't disabled and if the "Update Driver" option is available what the hell UPDATE it what is it going to hurt? Restart your computer and you should be able to go onto SKYPE and go under setting and Video and see live feed from your camera. SHOULD.
IF YOU CAN NOT SEE IT WITHIN DEVICE MANAGER, Then you are going to need to go to Dell.com scroll down until you see "Downloads and Drivers" click it, Then it will ask for a Service Tag which can usually be found with your Windows Activation Key it is on a plain white sticker and says in bold letters (SERVICE TAG xxxxxxxxxx) or Emergency Service Tag. Input this number and it will identify your computer to Dell.com scroll down look for Camera or Video once again it should scream CAMERA. Find the driver that seems reasonable for your computer and your needs. If all else fails download the most recent of all files. Go back to your video catalyst (i.e Skype, Google +) Settings and Video you should see your mug on a display within the window. Happy Computer Manipulation
